LCR Sustainable Energy Action Plan

The Sustainable Energy Action Plan (SEAP) will introduce a single co-ordinated programme to place the Liverpool City Region at the forefront of the transition to a resilient low carbon economy, with all of the associated economic, environmental and social benefits this will bring.   

In development since late 2011, the SEAP is a key phase in delivering the Low Carbon Economy Action Plan, which aims to transform the wider low carbon economy to deliver high quality and long-term economic growth, investment and jobs to benefit the local population of 1.6 million people across the City Region’s six local authorities. 

The SEAP sets a strategic direction across the domestic, transport, industrial and commercial sectors and addresses key social issues including fuel poverty. This cross-sector collaborative approach will benefit from Liverpool City Council joining the Covenant of Mayors movement in late 2011.  Through this, the Council aims to meet and exceed the European Union 20% carbon reduction objective by 2020 and provide local access to European funding for future development. 

With economic growth in the low carbon economy of around 50% over the past decade the Local Enterprise Partnership sees great opportunity in manufacture, installation, operation and maintenance of energy infrastructure, requiring a broad range of skills and training together with a sophisticated supply chain.
