DECC have estimated that the cost of delivering heat networks in the UK are 20% higher than in mainland EU. Sweden is a mature district heating country. Local authorities there have established a municipally-owned cooperative to achieve best value in procuring goods and services from the market.
Manchester City Council is now leading an initiative to develop a similar organisation in the UK to secure parity with Swedish costs, terms and quality.
