In January this year the Department of Communities and Local Government (DCLG) amended their Householder Permitted Development guidance to clarify that the installation of external solid wall insulation (cladding) constitutes an 'improvement ' to a house rather than an ‘enlargement’ or ‘extension’. This means that in many cases solid wall measures can be carried out under permitted development, and a planning application may not be required.
Through the Energy Company Obligation (ECO) and the Green Deal, which launched on 28 January, it is expected that there will be a significant increase in householders choosing solid wall insulation for their homes. This may include significant numbers of flats and other properties which fall outside the scope of permitted development rights and may require a co-ordinated local strategy.
You are now invited to attend a joint DECC, CLASP and National Insulation Association workshop session for Local Authority Planners in the North West. This event will look at the roll out of external solid wall insulation under the Green Deal and ECO and discuss the implications for you.
The aim of the session is to:
- Update planners on the Green Deal and ECO, and the clarified permitted development rights
- Introduce delegates to the latest solid wall insulation fabrics, finishes and techniques so they are well equipped to respond to queries about solid wall insulation
- Hear from NW planners about their experiences with applications for solid wall insulation
